it would be great if you could program CV16 voltages from the 4 modular track FX columns.

Impossible.
Not enough parameters to be able to do so.

Would it be technically possible to reduce the resolution of the CV values from the FX input to save a few bits? or could you include the CV16 values in the patch? or would it at least be possible to describe the first 6 or 10 values in this way?

Technically you could have amazing 16 different values because you got 3 digits:
1 NSA Number
2 CV number
3 Value 0-15
I will of course not do that. And even if it would be 0-255 I don't think it would make sense.
