The SCLK fx seems to only kick in after the pattern resets.
Would it be possible to have a pattern clock rather than a track clock, so it sets the clock rate (mult/div) for that step and subsequent ones, as I am guessing you could apply this without the need for the pattern reset, maybe have a pattern changing clocks mid pattern.
