Hey Mgd,
lets get into this:
1) Per track you can have 6 independend notes + 3 from the FX columns. If you use chords you could theoretically change 3 chords per step at the same time. Depending on the chord that would be 2 to 6 notes each. (You have 3 FX columns, so it would be a maximum of 3 chords changing per step)
If this is really practically that is another question. I assume something like a 3 or 4 note chord + melody per track makes sense and that is easily possible. Then you could add also some modulation stuff on top of it.
2) You can have up to 64 modulations running at the same time since each output can be a running modulation and you can choose which modulation out of 8 possible LFO settings and 8 envelope settings. But also here, the amount of modulations to change is limited to 9 per track. (the 6 columns + 3 FX)
3) LFO's can't be synced to the clock. They can reset with the clock or dividers if you program your sequence like this. They are no 'Tap-Tempo'-LFO.
4) Yes, you can set each output to a fixed value, being a note or a free pitch.
Basically I would not suggest to use directly 4 CV16 expanders if it is not necessary. There are limits on output manipulations per step. But you can manipulate everything using multiple steps.
