You can‘t get a speed of 1 unfortunately because it is scaled. The original speed got 4095 values and with the ASL commands you can only assign 255 values. Too bad the FX payload got not more digits to allow 4095 values 
Reset does reset the LFO waveform to the startpoint (phasepoint) if the standard clock (and some other clocks if I remember well) is being used. It doesn’t make sense with tick or some other clocks.
