I’d like to repurpose trigger jacks, is that possible? Ideally I’d like to send an envelope to the trigger jack and another to the mod jack for any channel.

The trigger jacks are digital outputs that can create only 0 or 5 volt.
With the MOD outputs you can do whatever you want to.
