Just to clarify, if I use PRF1 in FX2, it won't affect the probability of any FX1 command in the same row, but go into effect on the next row, is that correct?

Exactly.
Processing order is FX1 -> FX4.
And if you would use FRF2 in FX1 then it would have affect in FX2 of the same row.
