Lets break this down:
- you enable the row probability at a certain row. This probability affects all the columns except for one (more on that in a secons). The row probability stays also in its setting until you disable (100%) it again. (functions like a knob that you turn into a position)
- the FX column is also affected by the row probability and so is the break command which is in the fx column
Now the good thing is that always the last FX column is excluded from the row probabilities and you could insert the break command there and it will always work. This would also be the place to change the probability settings again if you want to do that from within a sequence.
Another thing to consider is to just change the pattern length to 16 instead of using break. This has also the advantage that several functions like jump or the pattern order know how long the pattern is and do their thing within the pattern length. That is not the case for the break command.
